What I understood is

You can maintain number range year-wise but with different interval for particular group like

but my requirement is having same interval for different years

9999     100000000     199999999     100045491

2013     100000000     199999999

2014     100000000     199999999

But the thing is that system wont allow me to maintain number range for 2013 and 2014, until year 9999 entry is there for a same interval, so I deleted that entry and created following no range and assigned the last number range  to year 2013

2013     100000000     199999999     100045491

2014     100000000     199999999

will deletion of 9999 existing entry create any problem in the business.
